Herwig C. H. Hofmann is Professor of European and Transnational Public Law and the founder of the University of Luxembourg's Centre of European Law.
He has been visiting scholar, lecturer and professor at various European and US universities and institutions, most recently at Columbia Law School in New York during the fall of 2010 and at Sciences Po in Paris in the fall of 2011. Prior to joining the University of Luxembourg in 2004 he was member of the faculty of the Law School of Trinity College Dublin. He also has practiced law European and international trade law as an attorney in Brussels and gained experience at the European Court of Justice in Luxembourg and the European Commission in Brussels. He is a graduate of the Universities of Hamburg and Oxford.
His teaching and publications in books and articles address issues of European and transnational constitutional, regulatory and administrative law in English, German and French language with some of his work translated to Polish. His latest books include ‘Administrative Law and Policy of the European Union’, Oxford University Press (Oxford 2011); ‘Transatlantic Perspectives on Administrative Law’, Bruylant (Brussels 2011); ‘Legal Challenges in EU Administrative Law: The Move to an Integrated Administration, Elgar Publishing’ (Cheltenham 2009); ‘EU Administrative Governance’, Elgar Publishing (Cheltenham 2006); as well as articles such as “Legislation, Delegation and Implementation under the Treaty of Lisbon: Typology Meets Reality,” 15 European Law Journal [2009], 482-505; “Which Limits? Control of Powers in an Integrated Legal System,” in: C. Barnard and O. Professor Hofmann is on the editorial boards of several law journals and member of numerous international research institutes and organizations. He is one of the founding members of ReNEUAL, the research network on European administrative law.
