After two complete evaluation cycles and 15 years of the international student assessment study PISA, the University’s Luxembourg Centre for Educational Testing and the Service de Coordination de la Recherche et de l'Innovation pédagogiques et technologies draw up an overarching and integrative PISA review for Luxembourg.

With respect to the PISA results, the main outcomes relevant to the Luxembourgish educational system can be summarised as follows:

  1. In the international comparisons, the performances of students remain below the mean in all the tested competence domains.
  2. The students’ performance in school largely depends on their socio-economic or cultural backgrounds.
  3. Despite substantial demographic changes that could supposedly lead to a decrease in performances, the global situation has remained relatively stable over the last 15 years.

According to the LUCET, the challenging PISA results can be explained by:

- the extreme heterogeneity of the school population;

- the school system’s language policies and requirements, and;

- the system’s traditionally very generic diversity management strategies.
