Workshop: A Focus on Space Communications

On Thursday 24 May and Friday 25 May 2012, The University of Luxembourg Faculty of Law, Economics and Finance and the Interdisciplinary Centre for Security, Reliability and Trust (SnT) are jointly organising a two-day workshop entitled International Regulations of Space Communications: Current Issues. 

The present international system of frequency allocations and the “reservation” of orbital slots are very vulnerable: They depend in general on the good will of the participants of the coordinating processes who are ready to comply with the rules set up by the International Telecommunications Union. However, not all national administrations are prepared to apply the customized rules at present and are using the lacunae which the system offers, to cover their own, specific needs. With the growing number of such cases, the system becomes less reliable and open to misuse.

The World Radiocommunications Conference of the International Telecommunications Union (WRC-12) which took place in Geneva in the period of 23 January – 17 February 2012 had to deal with all these challenges.

This event envisages to discuss the results of the WRC-12 by bringing together a group of high level specialists in this area, both from the legal and the technical point of view.

Interestingly, the need to deliberate the results of the WRC-12 is perceived by the specialists themselves: The majority of international legal meetings dealing with satellites concentrate usually to much less problematic issues of the law of outer space letting the field of the telecommunications law practically untouched. As the best example, the annual colloquia on the law of outer space organized by the International Institute of Space Law (IISL) can be mentioned.

Thus, this workshop could also serve as a start of a series of analogous international workshops dealing with the most current technical developments in the field of space and telecommunications law.

This exciting event (details below) is supported by the National Research Fund (FNR) and brings together several expert guest speakers in the fields of international telecommunications, telecommunications law, satellite cognitive communications and more.
